Man arrested for first-degree murder

STAFFORD — Stafford authorities have arrested and charged a 19-year-old man for the murder of a Stafford County man.
Stephan Rodney-Taylor is accused of being involved in an April 5 altercation with the victim, 22-year old Casey Welborn, outside of the Super 8 Motel on Warrenton Road (U.S. 17).
After the altercation, Welborn’s family urged him to seek medical treatment but he refused, according to Bill Kennedy of the Stafford County Sherriff’s Office.
On Friday night, county rescue workers responded to Welborn’s Stafford address on Tall Oak Court, in response to a 911 call stating that Welborn had gone into respiratory arrest. Welborn was found dead at the scene.
Welborn died from a head injury that was a result of blunt force trauma — a condition investigators believe stemmed from the altercation, according to Kennedy.
Taylor is charged with first-degree murder and on one count of robbery for allegedly possessing some personal items that belonged to Welborn, at the time of his arrest. Taylor is being held at the Rappahannock Regional Jail without bond.

I think that if everyone knew exectly what happened that night they would have a different opinions about both of the people. A lot of things happened that night that nobody is talking about. Stephan works three jobs. He as no reason to steal things from anybody. I am praying for both families but I know for a fact that Stephan is not a murderer

Casey was one of the best friends i ever had. The only friend i could ever really trust. He was smart, athletic, and ambitious. He was a good person with a good heart that didn’t deserve this. I hope justice is served…

Casey was an amazing person. There will never be anyone else like him. He was sweet, intelligent and one of a kind. He was the nicest person you could ever hope to meet. How could anyone want to hurt him? The person responsible should sit in prison and think about what he’s done. That won’t bering Casey back, but someone like that should be put away so he doesn’t hurt anyone else.

Casey was the sweetest, coolest and most peaceful person I ever knew. Maybe Stephan was “nice” and “respectful” to some people, but he is responsible for the death of a fantastic person. The world is missing out on a great guy.
If anyone has any information about what happened on that night at the Super 8, please tell the police. The loss of Casey is so tragic and makes no sense to anyone who knew and loved him. No one except a violent jerk would have ever wanted to hurt him. We will miss you, Casey. I hope there is surfing in Heaven.

No matter what Stephon is my brother. I grew up with him and he would never hurt anybody. I love him to death. My prayers go out to both families. I ask if anyone has any information about that night please notify the police. An innocent person can be in jail right now.

Stephon was real close to us and grew up with my son side by side. He always was respectful, kind, and always went out of his way to help others. He was like another son to me. My prayers goes out to both family members.

Stephan was one of the kindest people i knew. He grew up with my brother and was like an older brother to me. Im really sorry how all this happend.

Casey was the sweetest person anyone knew, had millions of friends from all over the united states, was laid back and mellow.
Got along with EVERYONE..so this is truely a tragedy!
