FREDERICKSBURG — A Stafford man has been arrested and faces 22 charges in an attempted carjacking that occurred Monday evening on River Road.

Dewaine Maurice Parker, 27, of Shackelford Well Road was allegedly driving a stolen white Toyota Camry while trying to pass another vehicle in the area of Kings Highway (Route 17) and River Road. While attempting to pass, his vehicle hit an oncoming minivan, as well as the car he was attempting to pass. Parker lost control of his vehicle and spun out, according to Bill Kennedy, Stafford County Sheriff’s Office spokesman.

When a passerby stopped to render assistance, Parker stepped out of his car, went to the Good Samaritan’s car, removed her two children, and tried to start the vehicle. But she had removed her keys from the ignition and Parker was unable to start the vehicle, according to Kennedy.

Parker then allegedly tried to steal another car from another passerby, but that attempt was also unsuccessful., according to the sheriff’s office.

In another attempt to flee the scene, Parker allegedly approached the minivan that he had hit, and wrestled with the both the driver and his wife for the keys to the van, which also had two children inside. Parker got the keys, started the vehicle and dragged both adults 30 feet until the van came to a stop. Parker then fled the scene, said Kennedy.

According to the sheriff’s office, Parker was arrested 90 minutes later near the scene of the accident. Deputies returned him to the scene where witnesses there identified him.

The Stafford County Sheriff’s Office credits the assistance of the Virginia State Police in aiding Parker’s capture.

Parker is charged with two counts of reckless driving, four counts of assault and battery, three counts of abduction, one count of grand larceny of an automobile, four counts of child endangerment, one count of attempted grand larceny of an automobile, one count of unauthorized use of an automobile and one count of vandalism.

He is currently being held at the Rappahannock Regional Jail under no bond.
